Meet William Rotert: An Experienced Leader in Community Development Consulting
William Rotert is a seasoned leader with over 40 years of experience managing and monitoring state and local grantees in every aspect of Community Planning and Development (CPD) programs. He was previously the Regional Director for CPD in the HUD Kansas City Regional Office and managed nearly $300 million annually in CDBG, HOME, and related CPD program funding. Under his leadership, the Kansas City Regional Office of CPD was rated by HUD Headquarters as the top CPD office in the country.
Rotert has also served as a subject matter expert consultant for various organizations. He was a key member of the C-FACTS team that helped the City of Detroit turnaround the Housing Development Department pre-and post the City’s bankruptcy. Additionally, he served as the lead community development consultant for the City of Los Angeles from 2007 to 2012.
Rotert has aided dozens of other states and CPD formula grantees on monitoring and managing CDBG and related programs including CDBG-DR and the NSP. He personally designed and implemented monitoring procedures and materials to assist states and localities in managing CDBG, CDBG-DR, and NSP in accordance with all applicable federal rules and requirements.
