Under the direction of founder and CEO Michelle Bush, C-FACTS has grown to be a nationally recognized strategic planning and financial management firm. Michelle is well regarded for her innovative approaches to strategic planning, community development, creating capital investment funds and the ability to work in very complex and challenging environments. She has provided community building capacity services to over 100 government and nonprofit agencies and helped CDFIs shape their community investment strategies.
She has led or been a key member of HUD Technical Assistance (TA) teams across the country including: Puerto Rico (PR), the U.S. Virgin Islands (USVI), New Jersey Disaster Recovery Projects; and CPD-related assignments in Flint, MI, Baton Rouge, LA, Shelby County, TN, St. Paul, MN and Cincinnati, OH. She is currently leading the financial management, compliance and monitoring, and recordkeeping components of the U.S. Virgin Islands. Her leadership and the quality of her team’s TA services have earned the respect of the grantees, other TA providers and HUD staff.
She is noted for her financial acumen, accounting expertise and knowledge of financial federal regulations and has a proven track record of turning around troubled agencies and distressed real estate portfolios. Prior to starting C-FACTS, Michelle spent ten years working in high-level local government and nonprofit positions as Chief Financial Officer for the Greater Cincinnati Chamber of Commerce and CDBG Administrator for the City of Cincinnati. Michelle earned an MBA in Finance from Xavier University in Cincinnati, OH.
