Andrea Lowe serves as Chief Operating Officer at Corporate F.A.C.T.S., Inc. (C-FACTS), where she leads operations, project management, and client engagement across the firm’s strategic planning, financial management, and HUD Technical Assistance work. With more than 15 years of experience, Andrea helps translate complex strategies into practical plans that organizations can implement.

Andrea is known for her ability to connect people, ideas, and systems—ensuring projects move forward with clarity, structure, and purpose.

Andrea’s work focuses on:

• Leading HUD Technical Assistance engagements and overseeing project delivery

• Managing strategic planning and Quality of Life initiatives for communities in Jacksonville and Detroit

• Supporting strategic investment planning efforts for organizations such as Local Initiatives Support Corporation (LISC) and State Farm Insurance

• Conducting needs assessments and helping partners turn vision into actionable plans

• Designing clear visual materials and presentations that make complex information accessible

• Building strong relationships across consultants, community stakeholders, and partner organizations

Andrea brings a collaborative, detail-oriented approach to every engagement, with a strong focus on execution, communication, and measurable outcomes.

Prior to joining C-FACTS, Andrea served as Vice President of Training at Citibank, where she led leadership development initiatives and helped design interactive training programs for a global workforce. She is also certified in instructional design, strengthening her ability to develop effective learning and engagement strategies.
